How much does a WhatsApp chatbot cost? Meta's fees, the provider's fee and the build
A WhatsApp chatbot has three bills. Meta charges per delivered message, from under a tenth of a US cent to about 16 cents by category and customer country, and since 1 October 2026 chat replies are billable too. A provider adds a platform or per-message fee. Building the bot is the third: VITON13 launches one from $73.
How much does Meta charge for WhatsApp Business API messages in 2026?
Meta bills per delivered message, not per conversation; per-message pricing replaced conversation pricing on 1 July 2025. The rate depends on the template category and on the country calling code of the customer, not on where your business is registered. Messages that customers send to you are free.

What changed on 1 October 2026, and why do older price guides look wrong?
Until 30 September, replies inside the 24-hour customer service window were free, and so were utility templates sent in that window. From 1 October, Meta charges every service message at the market's utility rate after the first 1,000 delivered per business phone number each month, and charges in-window utility templates with no free tier. Incoming messages stay free, and an ad that clicks to WhatsApp still opens a free window.
A guide written before today priced replies at zero, because they were free then. Check the date on any rate you rely on, and prefer a rate card that shows an effective date.
What does a WhatsApp Business API provider add on top of Meta?
Most small businesses reach the API through a provider, called a business solution provider or BSP. Providers charge per message, per number each month, or by seat-based plans with messages extra. Ask whether Meta's rate is passed through unchanged.

A flat per-number fee suits steady volume. A per-message fee suits small, uneven volume, but Twilio charges it on incoming messages too, so a ten-message chat carries ten fees.
What does the chatbot itself cost to build?
The third layer depends on the job: a flow bot with buttons and fixed answers, an AI bot that answers free text from your approved content, or an agent that also acts inside your systems. Quotes differ by an order of magnitude because the jobs differ.

If a language model writes the replies, usage is a fourth line. Meta's comparison for AI replies to users in Brazil assumes about 2 cents a reply from a third-party model on simple jobs and about 9 cents on complex ones, against 4 to 5 cents for its own Meta Business Agent, billed at $2.00 per million tokens. These are estimates, and Meta sells the second option.
Upkeep is the line most quotes omit: new questions, price changes, transcript reviews. Budget hours as well as money.
What does a small business pay each month? A worked example
Take a clinic or shop with 400 customer-started chats a month. Each chat holds five customer messages and five replies, so 2,000 replies. The business also sends 150 appointment or order updates and one marketing broadcast to 300 opted-in customers.

Now add the other layers for UK traffic. Twilio's $0.005 on 2,000 incoming and 2,450 outgoing messages is $22.25, which makes $66.60; a flat €49 plan would replace that line. If a language model writes all 2,000 replies, Meta's 2 to 9 cent range adds $40 to $180, so the month runs from $66.60 for a flow bot to $246.60 for a heavy AI bot. The one-off build comes on top.
The country column carries the lesson: identical chats cost more than eight times as much to UK numbers as to Indian ones.
Which approvals, opt-in rules and number checks come before launch?
- Templates: anything sent outside the 24-hour window needs an approved template. Meta says a decision can take up to 24 hours and rejections are common, so plan a day or two for each new one.
- Opt-in: you may contact people only if they gave you their number and opted in to messages from you. You choose the method and answer for it under the laws that apply.
- A way out: you may automate replies inside the window if the customer has a prompt, clear route to a person: a transfer in chat, a phone number, email, website support, a store visit or a form.
- The number: it must be yours, able to receive a call or text, and not in use with the regular WhatsApp app unless you delete that account first.
- Content: never ask for card or ID numbers in chat; medical products, alcohol and tobacco are barred, with limited exceptions.
- AI: since 15 January 2026 Meta's terms let AI companies offer general-purpose assistants only where the law requires it. A bot answering only about your own business is a different use, and Meta says service messages may be powered by a person or a third-party AI; confirm with your provider.
When is a WhatsApp chatbot not worth buying yet?
- A handful of chats a week: the regular WhatsApp Business app and a person cost less and lose nothing.
- Your customers are not on WhatsApp. Check where they already write before paying for a channel.
- Nobody can take the handoff. A bot that offers a person and never produces one is worse than none.
- You mean to broadcast without opt-in. The policy forbids it, and a bot does not change that.
- Prices and stock change daily and live in someone's head, so the bot would quote stale figures.
What would the build layer cost with VITON13?

VITON13 has not published a client WhatsApp chatbot with real conversation numbers, so this guide invents no results or savings. The worked bill above is arithmetic on Meta's rate card and published provider prices, not a client's invoice.
What this does not prove
- The bill assumes 400 chats, 150 updates and 300 broadcast messages. It does not show what any real business pays or what a bot earns.
- Nothing here shows how often a bot hands a chat to a person; that depends on your content and your rules.
Questions and answers
Is the WhatsApp Business API free?
No. Meta charges per delivered message: templates always, and from 1 October 2026 chat replies after the first 1,000 a month per number. Messages customers send you are free, and so are messages inside the free window an ad that clicks to WhatsApp opens. A provider's fee, if you use one, comes on top.
How much does a WhatsApp chatbot cost per month?
DMly, a platform vendor, puts it at about $30 to $200 a month for most small businesses and notes that replies are now billable. Build your own figure: the provider's fee, Meta's charges for replies beyond 1,000, updates and broadcasts, plus model usage if AI writes the answers.
Does a WhatsApp bot need a person behind it?
Yes. WhatsApp's business policy lets you automate replies inside the 24-hour window only if the customer can reach a person quickly: a transfer in chat, a phone number, email, website support, a store visit or a form. Our launch adds a handoff channel with the transcript and a working-hours rule.
Who pays Meta, you or your provider?
You do, through your provider or directly. Twilio says it passes Meta's fees through, while Wati charges messages on its own rate card. Ask for a sample invoice showing Meta's line separately, and keep a payment method on the account: without one, Meta stops delivering service messages past the free allowance.
Will Meta's prices change again soon?
Meta says it may change rates only on the first day of a quarter. A rate card update needs at least a month's notice, so the next possible date is 1 January 2027. Rerun the worked example with the current rate card each quarter.
What if the bot should do more than answer questions?
That is separate scope. An n8n workflow connecting up to 3 services starts from $73; an AI automation with a person approving the risky step starts from $73. Either fits after launch, once real chats show which step is worth automating.
