How much do Facebook and Instagram ads cost in 2026, and what budget do you need?
Meta has no price list: Facebook and Instagram ads are sold in an auction, and you set the budget. LocaliQ's 2026 benchmarks put an average lead-campaign click at $1.80 and a lead at $27.39, so $1,000 a month buys about 36 leads. VITON13 sets campaigns up from $33.
How does Facebook and Instagram ads pricing work?
Meta sells most ads through an auction that runs each time someone could see one. According to Meta, the winner has the highest total value: your bid, the estimated chance that this person acts, and ad quality. So a more relevant ad can beat a higher bid. Meta also applies a price floor and says it will not charge you more than your bid.
Instagram has no price list of its own: it is a placement, like Facebook and Audience Network, and Meta can spread one budget across them. In Meta's own example Instagram costs more per result, yet switching it off raised the overall cost from $3.00 to $3.25. Judge the total, not one placement.
The objective decides what you pay for: traffic buys visits, leads buys form fills or messages, awareness buys reach. One budget buys very different numbers of events depending on that choice.

Cheap clicks are not cheap customers. LocaliQ's product manager advises reading cost per lead beside conversion rate and lead quality, so you do not optimise for inexpensive leads that create no business value.

A low CPM is not a bargain by itself. Lebesgue notes that dearer markets often bring higher purchasing power and order values, so compare cost per customer, not cost per thousand views.
How big should your first Facebook ads budget be?
Meta gives two rules. With a cost-per-result goal, the daily budget should be at least five times that goal: its example is a $5 goal and $25 a day. And an ad set usually leaves the learning phase after about 50 results in the week after its last significant edit; until then, Meta says, delivery is less stable and cost per result is usually higher.

So a small budget cannot teach a lead goal much in a week. Meta suggests optimising for an easier, cheaper event, such as a landing page view, and combining similar ad sets so learning is not split. A daily budget is a weekly average: Meta may spend up to 175% of it on a good day, never more than seven times the daily figure in a week.

Meta interrupts; search answers. A Meta ad must create interest with its picture and first line; a search ad meets interest that already exists. A cheaper lead is not a cheaper client, so follow every lead to revenue. Our Google Ads cost guide covers search.

Judge a fee against what your margin can carry. On a $1,000 budget a 15% fee is $150, while a $2,000 retainer costs twice the ads. Keep the ad account in your own name and ask for reports in cost per lead and cost per client, not clicks.
What does creative testing cost?
Creative has two costs: making assets, which our UGC ad cost guide prices for creator video, and paying Meta to show them. Meta says that when you create many ads and ad sets, the delivery system learns less about each, and that combining similar ad sets combines their learnings.
- A click test: 4 creatives, 200 clicks each at $0.60, is about $480. It shows which ad earns clicks, not which earns leads.
- A lead test: 4 creatives and 10 leads each at $27.39 is about $1,095, still thin evidence for one ad set.
- Fewer, bolder variants in one ad set share its results instead of splitting them.
What do location fees, VAT and GST add on top?
Benchmarks are before these extras. Meta now adds a location fee, which it used to absorb and which covers digital services taxes, when ads reach audiences in the UK (2%), France, Italy and Spain (3%), and Austria and Türkiye (5%). It follows where your audience is, not where your business is, and your budget or spend cap does not cover it. Meta's example: $100 delivered in Italy costs $103.
VAT or GST depends on the 'Sold To' address and the Meta entity on your receipt. In the EU and UK a registered business can often recover VAT; in India Meta adds GST and tax deducted at source. Meta gives no tax advice, so ask your accountant.
When should you wait before running Facebook ads?
- You cannot yet count leads or orders, so you could not tell what worked.
- Your budget cannot reach about 50 results a week for your goal, and you have no cheaper event to optimise for.
- You have one image and a logo. Plan variants and a refresh before you start.
- Customers already search for what you sell and money is tight: start with search ads.
- Nobody can answer a lead within a day. Leads from a feed cool quickly.

Questions and answers
What is the minimum budget for Facebook ads?
Meta sets a minimum that varies by country and objective, and Ads Manager warns you below it. The useful minimum is higher: with a cost-per-result goal Meta wants a daily budget of at least five times that goal. If you cannot afford that, pick an easier event to optimise for.
Why did Meta spend more than my daily budget?
A daily budget is an average over the week. On days with better opportunities Meta may spend up to 75% over it, so 175% of the figure, but never more than seven times the daily budget in a week. Pausing stops new charges, though a bill can still arrive for earlier spend.
How long should I run a test before judging it?
Until the ad set reaches about 50 results and you have stopped editing it, because significant edits restart learning. At $1.80 per click and 8.5% conversion, 50 leads need roughly 590 clicks, about $1,060. Two days of data tells you almost nothing.
Are location fees and VAT included in my ad budget?
No. Meta bills a location fee for audiences in the UK, France, Italy, Spain, Austria and Türkiye as a separate line, so the total can exceed your budget. VAT or GST depends on your 'Sold To' address and the Meta entity on your invoice. Ask your accountant.
Do Facebook leads convert worse than Google leads?
They often need more follow-up because the person was not searching for you, but no source gives a reliable gap, so measure your own. Tag the lead source and compare cost per paying client. LocaliQ itself warns against chasing cheap leads that create no business value.
